In the book "Bnei Melachim" ("History of the Hebrew Book in Morocco", Jerusalem, 1989, no. 573) the authors state that the text is a protest-text, composed, perhaps, by rabbi David Ben Mas'ud Danino (BM"D), against Amram from the city of Hariz (South Morocco); demanding him to be dismissed from his position as director of the home for the elderly in Casablanca.
