Issues contain legislations and regulation of the Provisional Government, with rulings and decisions taken by various courts, as well as much information about the emergency state in the country and initial organization of the different institutions of the young state. Worming on leaves of last issues.

Report of the public inquiry committee concerning the Wadi Salib events on 9/7/59, submitted to the Government on August 17, 1959. [Jerusalem, 1959].
"Wadi Salib Riots" were a series of street demonstrations and riots, which occurred in 1959 in Wadi Salib neighborhood in Haifa. The events were a social rebellion against deprivation and discrimination on an ethnic basis of North African Jews, and against the Mapai establishment which ruled the state in those days. Following the events, the government decided to appoint an inquiry committee headed by Judge Moshe Etzioni, to check the way the police functioned and the reasons that led to the riots. Members of the committee, which composed this report, were Moshe Etzioni, Ya'akov Klebanov, Rabbi Yitzchak Abu-Hazeira, Shmuel N. Eisenstadt and Ram Salomon. The committee found that the police acted with moderation, the difficult situation of the neighborhood and a high unemployment rate led to a sense of deprivation and discrimination amongst the residents and "intentional discrimination on the part of the state and nation is nonexistent".
