The document concerns the great financial difficulties of the Jewish banks in Jerusalem during World War I and the collapse of the Ottoman rule in Eretz Yisrael. The arbitration is between merchants Yitzchak and Yoseph Elyashar who also represent their partner Ben Tzion Koronil, and the partners Ya'akov Aseskowitz and Mr. Korkidy. The litigants accepted the arbitration of "Rabbi Nissim Elyashar and Rabbi Zerach Epstein to present before them their claims and they will judge according to their understanding…".
