On 18 February 1853, Emperor Franz Joseph of Austria (1830-1916) survived an assassination attempt by the Hungarian nationalist János Libényi. The event was celebrated by the Jews, who venerated the tolerant emperor. The Sar Shalom of Belz ascribed great importance to the emperor's rule, as reflected in the present sermon.

The rebbes of Belz were particular not to publish their Torah teachings. This is one of the earliest sources of teachings of the Sar Shalom, printed already in his lifetime.
