The document details seven items regarding the establishment of a Federation of Eretz Israel (Palestine) which would be made up of the State of Israel and an Arab State, and would fulfill the wishes of both nations.
2. "One-Time Historic Opportunity" –"The defeat of the supporters of the destruction of Israel… raised the possibility for a solution far different than theirs…the solution must involve direct negotiations with the Palestinian Arabs".
