Printed in the proclamation is Edmund Allenby's official declaration of military rule after the occupation of Jerusalem on December 9, 1917, in English and in Arabic in Hebrew letters. Next to it is a version of the proclamation announced in 1915 by the Germans after they occupied the city of Holnon, France, with the decree that women and children over age 15 are obligated to work in the fields all week long.
In the center is a text that compares the German attitude towards the Holnon occupation to the British attitude towards the occupation of Jerusalem.
