A printed letter to the rabbi and heads of the Jewish congregation in Transylvania from the central orthodox chamber. Cluj, Transylvania, 1939.
The letter calls to announce the 20th of the month of Sivan as a general fasting day and to set regulations for strengthening religious faith in the various congregations in light of the difficult state of the Jews in Palestine and worldwide.
The 20th of Sivan was set as a day of fast in Ashkenazi congregations in commemoration of Jews who were killed in France in 1171 following a blood libel. Although this day was accepted by Jewish congregations in England, France the Rheine region, over the years it was neglected by most of the congregations. After the 1648-1649 pogroms, this date was declared once more as a day of public fast.
