David Ben-Gurion, Letter of March 9 1951. Copy to the government members of a letter addressed to the ministers of health, labor, police, interior and agriculture. The letter concerns the demilitarized area on the Syrian border, east to the Sea of Galilee, where a "dangerous situation has been created: Arabs in this area do not need the Israeli regime and they turn to Syria, even though they maintain relations on the Israeli side as well". And further: "In order to prevent serious problems in this area and in order to avoid armed conflicts with our neighbors as well as establishing Israeli control is this area – a central authority in charge of the demilitarized area has been appointed and it coordinates its activities with the Northern Command. The authority will be responsible for creating gradually Israeli control over the demilitarized area…". The purpose of the letter was to coordinate between the various ministries.
