Issue no. 1 is printed on lighter paper, as it appeared originally. The issues contain an abundance of information as to the emergency state in the country and the initial organization of various institutions of the young State of Israel.

All booklets, recording four meetings of the "Provisional Government" and forty meetings of the "Provisional State Council" (May 1948 until February 1949). Enclosed is the booklet "Gilyon Minhelet Ha'am, Zavim Vehoda'ot" (Tel Aviv, May 10, 1948).
The protocols contain legislation and thorough discussions concerning the nature of the new state, as well as resolutions and discussions concerning emergency matters. Among the discussed topics: "Pekudat Hesderey HaShilton veHaMishpat" (first legislation in the State of Israel), ruling of a six-day working week and Saturday as a day of rest (constituting the Jewish nature of the State), "Emergency Regulations", discussions about Altalena, State of Israel emblem, the Constituent Assembly Order, and more.
