An order regarding the draft evasion of Jewish young men from the Russian army, including the decision that any young man who evades the draft will be sent to Siberia, and his family will have to pay a monetary fine; an order determining the amount of the fine imposed on the Jewish communities that do not fill the required amount of draftees; an order about special passports within Russia for the draftees and an order imposing "lighting tax" on Jewish homes. 39 cm.
