"General Commission for Hebrew Flight in Eretz Israel" was formed in March 1945 in order to integrate all aviation related bodies in Eretz Israel. Commission seats were equally divided between the National Institutes representatives, members of the "Eretz Israel Aviation Club", and others. Although this commission seemed like a civil one, in fact most of the seats were occupied by "Hagana" members and it was financed by the "Hagana" organization and subject to its headquarters.
