Half of the shares of the Palestine Commercial Bank were held by APAC (an Anglo-Palestine Bank). Levontin, the manager of APAC, initiated the partnership assuming it would make it easier for him to obtain various concessions for development works, as the bank was an Ottoman company managed by Arabs, among them Salim Ayub, the General Consul of Persia in Jerusalem.
