Report on the conference of the Communist Party and NKVD workers on July 20, 1936, marking the 10th anniversary of Dzerzhinsky's death.

Felix Dzerzhinsky (Фе́ликс Едму́ндович Дзержи́нский, 1877-1926), a revolutionary of Polish origin, was a key figure in the October Revolution. He established and led the Cheka and the OGPU, the Soviet secret police. Owing to his uncompromising attitude towards the "enemies of the revolution" he received the nickname "Iron Felix". His controversial legacy became most associated with the "Red Terror".

The covers' designer,   Solomon Telingater (Соломoн Телингaтер, 1903-1969), was born in Tbilisi and studied art in Baku and Moscow. He was a book and typeface designer and a member of the "October Group" alongside El Lissitzky and Alexander Rodchenko. In 1963, he was the first Soviet artist to receive the Gutenberg award for designing books and typefaces.
